Resolution of support for the Democratic People’s Republic of Korea

The European Communist and Workers’ Parties gathered in Brussels this 5 May 2003 unequivocally condemn the provocations, threats and aggressive plans of the United States of G.W. Bush against the Democratic People’s Republic of Korea. These aggressive US plans threaten world peace today very seriously. A war against Korea could extend to China : at the time of the Korean War of 1950-53 the Ameri-cans developed plans for using nuclear weapons against Chinese cities.
The victory of the counter-revolution in the former USSR has led US imperialism to reinforce its attempts to overthrow socialist governments, among which the Democra-tic People’s Republic of Korea and Cuba are the first targets.
In addition, the ultra-reactionary forces in the Bush administration are determined to overthrow the regimes of all those countries which are bold enough to defend their national independence consistently. The brutal and illegal aggression of the United States against Iraq, an independent state and a member of the UN, has made impe-rialism even more arrogant. The aggressors struck Iraq after forcing it to disarm, a fact unique in history.
By unilaterally starting wars against Yugoslavia and Iraq, the United States has swept aside international law, eliminated in effect the UN Charter and shown itself to be the only truly rogue state in the world. Let us remember that Hitler’s Germany withdrew from the League of Nations in order to embark on aggression on an international scale. G.W. Bush is today embarking on the same path by in effect destroying the UN.
The independent and peaceful reunification of Korea is the deepest wish of the entire population, both in the North and the South of the country. We thus fully support it. The policy of reunification of the Korean fatherland, initiated by Comrade Kim Il Sung, carried on by comrade Kim Jong Il and put in practice with the historic North-South Summit of 15 June 2000, has proved to be completely correct and has brought its first successes. The United States, however, cannot tolerate a process which they do not control and have doubled their efforts to sabotage it. In additon, US imperialism is concerned about the continuing improvement in relations between the DPRK and Ja-pan. The Bush administration has clearly defined Asia as the key region, which has to submit to its domination in its entirety. With this aim, the United States is planning the extension and the reinforcement of its military bases in Asia. However, the peace-ful and independent reunification of Korea and the improvement of relation between the DPRK and Japan will remove any excuse for maintaining US military bases in the South, with their 37.000 soldiers and their thousand odd nuclear weapons.
The so-called Korean nuclear crisis has been completely fabricated by the Bush ad-ministration, in an attempt to make the process of peaceful reunification fail, increase military tension in the peninsula and justify increasing its threats and preparations for war.
The DPRK does not threaten any state in any way. On the other hand, the United States of G.W. Bush publicly threatens to use atomic bombs against the DPRK, bomb its nuclear plant in Nyongbyong, and use every means of force at its disposal to eliminate the socialist government under the leadership of the Workers’ Party of Korea.
The criminal aggression and occupation of Iraq by the United States prove that the DPRK is right to refuse any disarmament. Defending its independence is the unde-niable right of any sovereign country, a right internationally recognised and included iin the UN Charter. Comrade Kim Jong Il’s policy of giving priority to the army is thus a proof of great clearsightedness.
The present crisis concerns the relations between the United States and the DPRK. The latter is right to demand that a peaceful solution be reached through bilateral ne-gotiations between the two states. The United States must first conclude a non-aggression pact with the DPRK, something it has refused to do since 1953. An armis-tice has been in force since the end of the Korean War, but the United States has al-ways refused to conclude a peace treaty. We wholeheartedly support this step of the DPRK, the only one which can lead to complete denuclearisation of the Korean pe-ninsula.
Socialist Korea, like the other countries which have embarked on the path to socia-lism, defends the ideals for which communists and anticapitalists throughout the world are fighting. We thus consider it to be our internationalist duty to defend socia-list Korea in the face of the threat of a criminal imperialist attack.
The refusal of the DPRK to submit to American hegemonism is an encouragement for all the peoples of the world to resist US plans of domination.
We call on the popular masses and all peace-loving men and women of Europe and the whole world to show proof of their solidarity with the DPRK.
In order to prevent war and preserve peace, we demand that all European govern-ments oppose US threats and provocations against the DPRK. In order to promote friendship and understanding among peoples, we ask all European governments to establish diplomatic and economic relations with the DPRK.
